The pressure that Anthropic faced began when the Pentagon demanded the AI company allow its Claude technology to be used for mass surveillance of US citizens or autonomous lethal weapons as part of a $200 million contract. When Anthropic refused and negotiations collapsed, Defense Secretary Pete Hegseth labeled the company a supply-chain risk, triggering the cancellation of its government contracts. Anthropic responded with two simultaneous lawsuits in California and Washington DC.
Microsoft’s championing of AI ethics over Pentagon pressure is grounded in its direct integration of Anthropic’s technology into military systems and its participation in the $9 billion Joint Warfighting Cloud Capability contract. Additional federal agreements spanning defense, intelligence, and civilian agencies give Microsoft both credibility and stake in this dispute. Anthropic’s court filings argued that the supply-chain risk designation was an unconstitutional act of retaliation for the company’s publicly stated AI safety positions, violating its First Amendment rights. The company disclosed that it does not currently believe Claude is safe or reliable enough for lethal autonomous operations, which it said was the genuine basis for the restrictions it sought. The Pentagon’s technology chief publicly foreclosed any possibility of renegotiation.
Congressional Democrats have separately demanded answers from the Pentagon about whether AI was used in a strike in Iran that reportedly killed over 175 civilians at a school. Their formal inquiries are adding legislative urgency to a landmark case that is forcing a choice between AI ethics and Pentagon pressure.
